Pachuca.- El Día Mundial Sin Automóvil, que se conmemora este 22 de septiembre, es una oportunidad para tomar conciencia sobre la importancia de priorizar la movilidad activa y el uso de un transporte sostenible por encima del vehículo particular, afirmó Lyzbeth Robles Gutiérrez, titular de la Secretaría de Movilidad y Transporte de Hidalgo.
Recordó que la movilidad es un derecho humano, tal como lo establece el artículo 4, párrafo vigésimo primero de la Constitución Política de los Estados Unidos Mexicanos al citar que toda persona tiene derecho a la movilidad en condiciones de seguridad vial, accesibilidad, eficiencia, sostenibilidad, calidad, inclusión e igualdad.
En lo conducente a nuestros desplazamientos diarios, añadió, la Jerarquía de la Movilidad en los artículos 6 de la Ley General de Movilidad y Seguridad Vial y 26 de la Ley de Movilidad y Transporte para el Estado de Hidalgo; refiere a que la planeación, diseño e implementación de las políticas públicas, planes y programas en esta materia, deberán favorecer en todo momento a la persona, los grupos en situación de vulnerabilidad y sus necesidades.
De esta forma, aseguró Robles Gutiérrez, se garantiza la prioridad en el uso y disposición de las vías, colocando en primer lugar a las personas peatonas, especialmente aquellas con discapacidad y con movilidad limitada, seguidas por ciclistas, personas usuarias del transporte público, transporte de carga y distribución de mercancías y finalmente ubicando en el último nivel de prioridad al automóvil particular.
De acuerdo a datos del INEGI, el promedio de ocupación por vehículo es de apenas 1.5 personas por viaje, lo que significa que la gran mayoría de los autos circulan casi vacíos. Aprovechar esos espacios disponibles es una forma inmediata de reducir el tráfico vehicular.
La secretaria de Transporte dijo que para lograr una transformación real en la dinámica urbana, es necesario adoptar hábitos que desincentiven el uso del automóvil particular: “Una de las alternativas es promover la práctica del carro compartido, promoviendo a que familiares, amistades o compañeras y compañeros de trabajo, etc. que se dirijan hacia un mismo destino, organicen sus trayectos en un solo vehículo de manera gratuita”.
“De igual manera, resulta fundamental fomentar el respeto irrestricto a la Jerarquía de la Movilidad, visibilizando la vulnerabilidad de las personas peatonas y ciclistas para garantizar siempre su prioridad de paso. A esto se suma la importancia de respetar el carril exclusivo del transporte masivo, permitiendo que miles de personas que se desplazan diariamente en este servicio, puedan trasladarse de manera segura, rápida y sin contratiempos”, afirmó la funcionaria estatal.
Apostar por el uso de transporte público por encima del automóvil particular, se encuentra justificado porque con menos unidades, indicó, ya que se transportan mayor número de personas usuarias y ello orienta a la ciudadanía hacía nuevas formas de desplazamiento más sostenibles y equitativas.
Subrayó que esta fecha constituye un momento propicio para reflexionar sobre el impacto que el uso desmedido del automóvil tiene en nuestro entorno cotidiano. Desincentivar el vehículo particular y dar pleno cumplimiento al marco normativo vigente, significa una mejora sustancial para el desarrollo del estado.
“Menos unidades circulando se traducen en la recuperación del espacio público, mayor eficiencia en la red vial, reducción de la congestión vehicular y la mitigación de emisiones contaminantes, además de coadyuvar directamente en la prevención de siniestros de tránsito”, agregó Lyzbeth Robles.
Finalmente señaló que repensar nuestros hábitos de desplazamiento y optar por alternativas más eficientes son un paso indispensable para consolidar una dinámica urbana más ordenada, sustentable y digna para todas las personas que la habitan e invitó a que este Día Mundial sin Automóvil, dejen su vehículo en casa y prueben otra forma de desplazamiento.
